BASIC FUNCTION: Under the direction of the City Traffic Engineer, perform professional and technical engineering and planning duties in support of the traffic services division of the Public Works Department; perform traffic engineering studies, evaluate traffic signal timing, review traffic related plans and specifications; coordinate services with other agencies and departments. May supervise professional and administrative staff.

 

ESSENTIAL JOB FUNCTIONS:

  • Perform professional and technical engineering and planning duties in support of the traffic services division of the Public Works Department.
  • Perform traffic engineering and transportation planning studies.
  • Review and perform traffic impact analysis for new development.
  • Perform warrant studies for new traffic control devices.
  • Prepare and evaluate traffic signal timing plans using computerized software (Synchro, Passer, Transyt, HCS, SIDRA), and implement timing plans using Siemens TACTICS central system and SCOOT adaptive traffic control system.
  • Prepare work orders for signs, pavement markings, and traffic signal related projects; follow up and oversee status of work orders to ensure timely and proper implementation.
  • Direct and coordinate the work and services of contracted traffic technicians and agencies, including King County, Washington State DOT as assigned.
  • Oversee and direct collection of traffic data.
  • Respond to citizens' requests for traffic related services, meet with neighborhood groups to resolve and provide traffic engineering solutions relative to the city-wide Neighborhood Traffic Safety program.
  • Perform accident analysis relative to a citywide traffic safety program.
  • Assure the preparation and maintenance of records, reports and files related to project initiation and finalizing.
  • Prepare amendments to transportation related elements of the City's Comprehensive Plan and related code amendments.
  • Identify appropriate capacity and safety related mitigation measures for new development.
  • Review and approve plans for traffic control devices and street lighting for new development.
  • Manage and support capital improvement projects in the preparation of grant applications, review and approve design studies, plans, specifications, and estimates, review and approve material submittals, and review and approve as-built plans.
  • Perform other related duties as assigned.

 

KNOWLEDGE OF:

  • Organization, operation, policies and objectives of City Government.
  • Principles, theory and practices of modern civil and traffic engineering design and standards as applied to various traffic design functions, particularly traffic signals, signing, striping, and illumination.
  • Pertinent federal, state and local laws and industry standards such as Manual on Uniform Traffic Control Devices (MUTCD), AASHTO, and Highway Capacity Manual.
  • Traffic engineering software such as Synchro, Passer, Transyt, HCS, and SIDRA.
  • Relevant legislation related to traffic and transportation funding.
  • Transportation related aspects of the Growth Management Act and State Environmental Policy Act and associated case law.
  • Travel demand modeling, preferably with EMME/2.

 

ABILITY TO:

  • Perform highly technical and professional traffic engineering and transportation planning duties in support of the traffic division. Read, interpret and apply a variety of written regulations and instructions.
  • Plan and organize work.
  • Establish and maintain effective working relationship with other employees, city officials, other governmental agencies, and community groups.
  • Perform traffic impact analysis.
  • Observe traffic safety laws and regulations.
  • Meet schedule and deadlines.
  • Work independently with minimum supervision.

  • Plan, organize, coordinate, assign and evaluate the work of technical and administrative staff and consultants.
  • Analyze traffic problems accurately and adopt an effective course of action.
  • Physical ability to perform the essential job functions.
  • Demonstrate the ability to positively and effectively interact with diverse individuals to accomplish a common goal.
  • Represent City interests in regional forums consisting of technical staff and elected officials.

 

EDUCATION AND EXPERIENCE: Any combination of education and experience equivalent to Bachelor's degree in Civil Engineering from an accredited college or university and a minimum of five years increasingly responsible traffic engineering and/or transportation planning experience.

 

LICENSES AND OTHER REQUIREMENTS: Professional Registration in Civil Engineering with the Washington State Board of Registration for Professional Engineers and Land Surveyors or the ability to obtain registration within 6 months of hire; valid Washington State driver's license.
