The Parks, Recreation, and Community Services Department designs, builds, and maintains parks with guidance from the Parks and Recreation Commission; provides recreation and oversees cultural arts programs with guidance from the Arts Commission; maintains city facilities; and funds human services programs with direction from a Human Services Commission. City-owned and operated facilities include a community center; senior center; and golf complex that consists of an 18-hole course, driving range and restaurant. Nationally recognized for excellence in parks and recreation, Kent has 55 parks and open spaces covering more than 868 acres, 28 miles of trails, has more than 465,000 square footage of facility space and serves millions through its recreation programs and services. The Parks, Recreation & Community Services Department is comprised of 116 career staff and over 360 part time/seasonal staff members spanning across seven divisions: Park Administration, Planning & Development, Park Operations, Facility Operations, Riverbend Golf Complex, Recreation and Cultural Programming and Housing & Human Services. These divisions support the Department's core services of stewardship and protection of public lands and assets, contributing to economic development, fostering of health and community wellness, encouraging social equity and connection, ensuring access to city resources, increasing self-reliance of residents, removing barriers to employment, strengthening children and families, building a safer community and improving and integrating systems. The Deputy Director, while advancing the entire department, will be directly responsible for oversight of three divisions within the department as well as several administration functions having department-wide impact. The Deputy Director shall be energetic and creative in looking for means to address priority issues among the public, business community and the department's mission-driven constituent groups; be committed to and experienced with data-driven decision-making --including strategies for leveraging information about market conditions, competitor data, donor relations/analytics, and other business intelligence to develop and implement fundraising, marketing and business plans. The Deputy Director shall demonstrate behavioral competencies that support the department's overall performance and further its transformative impact on the communities and populations it serves. These skills and competencies include, but are not limited to: being a certified park and recreation professional/executive, fostering an inspired, forward-thinking, entrepreneurial culture, which encourages employee developing, long-range planning, succession planning, policy-making, performance measurement, organizational design, the ability to build collaborative external relationships and partnerships, the ability to bring a community focus and community-building approach to the delivery of technical work, the ability to effectively write, present and translate complex information to diverse external audiences, and the ability to use visionary thinking, innovation and planning to influence departmental and organizational outcomes. Under the direction of the Director of Parks, Recreation and Community Services, manage, plan, organize, and coordinate the administration and activities of identified departmental divisions along with several administrative and strategic planning functions of the department; train, supervise, assign, and review the work of assigned personnel; assure efficient and effective functioning of the Parks, Recreation and Community Services Department. The Deputy Director performs the duties of the Director in the Director's absence. Work is characterized by management, administrative, and supervisory responsibilities for the department, including directing and evaluating the operation of the department. Duties and responsibilities include, interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints; resolving problems; recommending terminations as appropriate; and setting division policies and goals. Budget development and oversight within an entrepreneurial/enterprise framework serving a diverse customer/user base; has extensive public contact and responsibility with members of the public, law and/or emergency service providers, Foundations, committees, for-profit businesses and partners; work is performed with considerable independent judgment within established policies and procedures. Work is performed under broad managerial direction. The supervisor provides the incumbent with assignments in terms of broad practice, precedents, policies and goals. Work may be reviewed for fulfillment of program objective's and conformance with departmental policy, practice and/or objective. |
Essential Duties and Responsibilities: |
Manage, supervise and evaluate the performance of assigned staff (administrative and represented); interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; plan, coordinate and arrange for appropriate employee training programs to provide for opportunity for development and advancement. Facilitate and promote department involvement in the primary pillars of Parks and Recreation: contribution and enhancement to economic vitality, fostering of health and community wellness, stewardship, conservation and protection of public lands and creation and maintenance of social equity and community connection, as well as Human Services. Participate in the administration of the overall department organization as assigned by the Director; coordinates implementation of strategic work plan directives and key initiatives. Plan, organize and implement long and short-term initiatives, programs and activities designed to develop, maintain and operate park infrastructure, facilities, buildings, grounds, and services; evaluate programs and methods to assure job effectiveness and cost efficiency; Influence the development and implementation of the Capital Improvement Program. Develop departmental plans and policies by identifying needs; identify/recommend policy options to the Director; develop programs/procedures to implement plans/policies in alignment with national best practice standards, via Commission for Accreditation of Parks and Recreation Agencies (CAPRA) Standards or other guiding industry standards; ensure that the department operates efficiently and effectively in its day-to-day business with a focus on LEAN practices. Lead and plan the work of the Kent Parks Foundation and internal staff, where applicable, in regards to major gifts and grants to cultivate all aspects of private fundraising activities for the department. Provide oversight and guidance to effectively manage the departmental collaborations and relationships with supporting non-profits, and guide strategy for increasing the return on investment from gifting programs, fulfillment, grants, planned giving and individual giving activities. Provide marketing support to planned giving and major gift campaigns within the City. Develop and manage departmental social media and marketing strategies and promotional campaigns in cooperation with City communications and multi-media which build sustainable revenue for the Department; align sales and marketing strategy with department wide strategic planning and business planning efforts. Translate City and departmental strategies and goals into strategic marketing and revenue targets, goals and initiatives. Responsible for revenue development and direct departmental public information, media relations, sales and marketing, brand building and the organization of departmental promotional activities such as dedications, grand openings, recruitment and promotional activities. Oversee effort to create and manage annual communications plan and calendar; identify key messages, audiences, timing, vehicles and performance measures. Develop and oversee community relations efforts, including building strong relationships with key communities in King County and the region; ensuring timely communication with the department's many interested communities about ongoing and future Department events and activities; and developing programs designed to educate and inform adjacent neighborhoods of both short and long-range programs and plans. Oversee internal communication of goals, plans and progress of various departmental divisions in support of the department's mission and business plan; use internal communication to create a sense of team, common mission, culture and celebration. Monitor and report on national and state legislation affecting human services, parks and/or recreation. Develop, implement and promote strategies to advance parks and recreation initiatives to legislators, elected officials, officers and staff of other governmental and community agencies, and other internal and external constituencies in coordination with City legislative staff and/or lobbyist. Direct the preparation and maintenance of a variety of narrative and statistical reports, records and files related to assigned divisions and programs; conduct special reports on a variety of matters at the request of the Director. Actively support the vision, mission, values, and behavior statements of the department and the City. Education, Experience and Other Requirements: |
Education: Bachelor's degree in Recreation and Park Administration, Public Administration, Community Development or related field; and Experience: Six (6) years of increasingly responsible Parks, Recreation and Community Services administration; and a minimum of four (4) years in a management/supervisory capacity in this field. Certified Park and Recreation Professional Preferred. Or: In place of the above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skill, and ability to perform the essential duties and responsibilities listed above.
