Do you possess the agility to work with a variety of customers, different types of engagements, and work situations? As a Project Manager on the Information Technology Team, you'll help deliver IT solutions, enhancing capabilities for supporting our customer's business strategies. In your role, you will drive the services, schedule, prioritization, risk mitigation and communication and documentation for these efforts in a collaborative effort with our Police and Law departments as well as our municipal court. This is a full-time, benefited, and over-time exempt position. There is one position that will be filled from this recruitment process. The selection process for this position will consist of the following:
Under the direction of, and as assigned by the Information Technology Director, PMO Supervisor or designee, lead and/or assist in the planning, introduction and successful execution of projects for existing or new and improved software systems, hardware and technology solutions. Lead assigned project personnel throughout the SDLC/Software Development Lifecycle of assigned project(s). Lead or assist in the planning, implementation and introduction of projects for new and improved technology in conjunction with related professional services. Work closely with business areas, end users and technical personnel to lead the creation of requirements specification deliverables, business and functional requirements documentation and maintenance/operations and support collateral. Focus efforts on project management responsibilities and associated tasks. Perform feasibility analysis, scope projects, and work with project management teams to prioritize deliverables through negotiated product functionality. Focus personnel on meeting project commitments by leading communication efforts with sponsors, stakeholders, users, management and other vested individuals and groups. Work is characterized by an understanding of the business domain/problem space and ensuring there is a strong integration between critical business needs and deployed technical solutions. Duties may include, but not be limited to, facilitating the definition of a project mission, goals, scope, tasks and personnel and budgetary resource requirements; leading and resolving risk identification and mitigation including the resolution of conflicts within and between projects or programs; identifying and negotiating with functional managers for assigned project staff including responsibility for effective performance on designated projects; provide recurring project status and performance updates to a wide variety of vested personnel including customers, peers, management and related vendors as needed; facilitate the definition of service levels and customer requirements; determine and develop plans for improving project product and service delivery; advocate on behalf of users and represent business area needs as appropriate to stakeholders and senior management; champion business process changes and/or improvements as needed and interpret policies, standards and procedures independently based on personal initiative and established department objectives; provide corrective action directives to project assigned personnel as situations warrant. Work is performed under minimal supervision. Incumbent is frequently required to travel to user sites and/or offices to provide project specific support and perform related duties and responsibilities. While performing essential duties of the job, the incumbent may be exposed to a variety of individuals with different personalities and different levels of business or technical expertise, who may be irate or hostile. The incumbent must deal with issues in a professional manner and demonstrate tact, patience and courtesy at all times when serving departments, city employees and vendors. |
Essential Duties and Responsibilities: |
Establishes the overall project objectives and negotiates and coordinates resource availability. Assist IT Managers through the City's Procurement Process, including reviewing contracts with Legal, creating and managing RFPs, assembling all required documentation for IT Administration, and presenting requests for approval to all necessary committees (e.g. Operations, TAB, etc.). Responsible for the work, plans and carries out the oversight assignments, resolves most conflicts that arise, coordinates work with others and interprets policies in terms of established business and project objectives. Keeps project stakeholders informed of progress, potentially controversial matters or far reaching implications. Working with assigned Business Analyst(s) and/or Business Systems Analysts, prepares for and conducts business process analysis and requirements elicitation, documentation and modeling. Analyze TCO/Total Cost of Ownership considerations and present alternatives, risks & mitigation options to management and project stakeholders. Cultivate contacts within customer areas, vendor domains and product technical spaces. Obtain information about future requirements in related functional areas including product and service developments in the solution provision space--look to influence those developments in ways favorable to the City. Lead the applicable SDLC/Software Development Lifecycle design, testing, planning and implementation of complex projects for systems that typically affect multiple users and often need to adhere to various rules, regulations, policies and standards. Establish liaison relationships with related vendors and professional service providers. Present oral and written reports defining requirements, plans, risks and issues and resolutions to customers, management and business units. Lead the effort to align the City's business strategies with associated technology and services. Capture requirements through the inclusion of task and workflow analysis, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios and sound business analysis practices. Confer and collaborate with user, technical teams and vendors to analyze business needs and requirements, which include specific project deliverables. Interpret customer business needs and translate them into application and operational requirements. Act as liaison between customers and the Lead Systems & Design Engineer for custom developed applications. Act as liaison between customers and the service area Business Systems Analyst for all purchased applications. Ensure deployed software systems and associated services are complete and viable. Ensure all new solutions include a viable and on-going User Training by working closely with the Technical Writer/Trainer. Analyze information from surveys and workshops, task analysis, and business process descriptions. Attend meetings, seminars and training sessions to maintain current knowledge of industry advances in project management, business analysis, business domain considerations and business system computer applications. Perform feasibility analysis, scope projects, and work closely with the users and the IT management team to prioritize deliverables and negotiate on product functionalities. Coordinate and participates in applicable testing tasks including UT/Unit Testing, IT/Integration Testing, UAT/User Acceptance Testing and FT/Functionality Testing. Actively support the mission, vision, values and goals of the department and City. PERIPHERAL DUTIES: Perform related duties as assigned. |

Education, Experience and Other Requirements: |
Education: Bachelor's degree in Information Systems, Computer Science, Business Administration, or a related field; and Experience: Three (3) years of increasingly responsible experience in project management, business analysis, presentations and personnel direction and leadership. Training, end-user support and supervisory experience are highly desirable. Or: In place of the above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skill and ability to perform the essential duties and responsibilities listed above.
