Foreperson, Transportation Fleet FWISD

Position Purpose

Manages all aspects of the repair and maintenance programs for FWISD vehicles; plans, organizes, and supervises school bus fleet maintenance and repair program; responsible for the operation of three garages, including assisting with fleet purchasing and licensing. Maintains data base inventory of all school buses, parts with preventive maintenance schedules, and bus replacement schedules. Supervises and evaluates bus mechanic assistant forepersons, and provides appropriate training as applicable.

ESSENTIAL JOB FUNCTIONS

Operations Administration

• Manages scheduled and unscheduled maintenance of a large fleet of school buses, and preventive maintenance and in-house warranty programs approved by major chassis manufacturers.
• Reviews technical and legal written materials regulating school bus and other vehicle repair.
• Investigates school bus accidents when equipment failure is suspected.
• Establishes and maintains vehicle preventive maintenance schedules.
• Prioritizes and assigns work orders to appropriate shop staff.
• Monitors service to ensure on-time routes.
• Overseas and maintains replacement of existing equipment.

Policy, Reports, & Laws

• Implements federal and state law, State Board of Education rule, and board policy.
• Compiles, maintains, files, and presents all reports, records, and other documents required in fleet management software program.
• Ensures that employee time records are accurately maintained and data necessary to process transportation payroll is delivered in a timely manner.

Budget & Inventory

• Develops and administers budget based on documented needs and ensures that operations are cost effective and funds are managed wisely.
• Manages procurement of vehicle parts, supplies and shop equipment; assists the director of transportation in the formulation of school bus specifications for procurement purposes.

Safety

• Complies with OSHA and safety requirements; coordinates with the Safety & Security Office.
• Enforces safety standards that conform to state, federal, and insurance regulations, and develops a program of preventive safety.
• Coordinates with other teams to ensure that vehicles/equipment are in safe operating condition.
• Provides training and orientation to all skilled maintenance general personnel in safety procedures and proper use of tools and equipment.
• Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.
• Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor.

Supervisory Responsibilities

• Selects, trains, supervises, and evaluates staff and makes recommendations relative to assignment, retention, discipline, and dismissal.

Knowledge, Skills & Abilities

• Knowledge of the standard practices, tools and equipment of the automotive vehicle maintenance and repair trade.
• Knowledge of the procurement of automotive parts, supplies, shop equipment and vehicles; inventory procedures.
• Knowledge of TCEQ Hazardous Waste requirements.
• Knowledge of Texas School Bus Specifications
• Knowledge of Texas Transportation Code and Texas Education Code as related to Student Transportation
• Knowledge of gasoline, diesel and fuel engine maintenance and repair.
• Knowledge of basic computer operation--- laptop used for engines and system diagnostics.
• Knowledge of new methods and procedures used in automotive repair.
• Knowledge of safety protocols, including District rules and regulations, OSHA, and Texas rules of the road.
• Ability to administer a complete automotive vehicle maintenance, repair and inspection program.
• Ability to develop and maintain appropriate accounting procedures.
• Ability to diagnose mechanical problems and perform repairs independently.
• Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
• Ability to operate tools and equipment involved in vehicle repair.
• Ability to lift heavy equipment and vehicle parts.
• Ability to pass U.S. Department of Transportation alcohol and drug tests.
• Ability to pass background check.
• Ability to pass required bus driver safety training.
• Ability to determine if measures and clearances are within specifications
• Ability to read repair manuals and guidelines on automotive vehicles.
• Ability to use software to access databases, status work orders, and do word processing.
• Ability to organize and coordinate work.
• Ability to communicate effectively, both oral and written forms.
• Ability to engage in self-evaluation with regard to performance and professional growth.
• Ability to establish and maintain cooperative working relationships with others contacted in the course of work.

Minimum Required Qualifications

• Education: Accredited High school diploma or GED, or Texas Certificate of High School Equivalency required; Bachelor's degree from accredited college or university preferred.
• Certification/License: Clear and valid Texas CDL Class B driver's license with (P) passenger and (S) school bus endorsement or ability to obtain license within 60 days after employment; insurable by the District's insurance carrier.
• Experience: 5 years' in automotive maintenance and repair; with advanced knowledge of automotive diagnostics, repair and maintenance processes.
• Additional Requirements: Employees must provide necessary personal tools to perform assigned duties. The FWISD is prohibited from replacing stolen or broken personal property.
• Preferred Qualifications:
• Valid ASE Master Certification in Diesel Engines.
• Valid Certification for Recovery & Recycling of Refrigerant from Mobile Air Conditioning Society (MACS) or another recognized certification organization.
• Valid Texas State Vehicle Inspector certification.
