Budget Manager, Academic Affairs
The person in this position will play a critical role in ensuring that the Academic Affairs Division at Highline College is able to make best use of financial and physical resources to support those educational goals. This position is responsible for both the day-to-day management and comprehensive oversight of the instructional budgets of Highline College, an innovative and equity-focused institution committed to student success. Under the general direction of the Vice President for Academic Affairs, this position works closely with the deans, directors, program managers, division chairs, and other staff to oversee and facilitate financial matters within the Academic Affairs divisions, assist in aligning resource allocation with strategic planning, and coordinate extensively with the staff in the offices of Finance and Human Resources.
The Budget Manager assures coordination across Academic Affairs units and engages in daily operations related to financial processes, budget planning, equipment, and furnishings, and faculty contract compliance connected to financial matters. The Budget Manager will work with the Budgets and Grants office to reconcile budgets and expenses. The Budget Manager will also provide high-level resource allocation and budgeting support to the Vice President by monitoring all budgets within the unit and coordinating budget planning; engaging, creating, and monitoring confidential documentation pertaining to the management of faculty compensation and other financial matters; and preparing reports and performing analysis to assist in management decision-making within Academic Affairs.
This is a full-time, at-will, administrative exempt position.

Essential Tasks
Under the general direction of the Vice President for Academic Affairs, this position will:
BUDGET MANAGEMENT AND ANALYSIS:
- Provide day-to-day oversight and management of instructional budgets including high-level overview, reconciliation, and planning. Provide periodic monitoring of instructional division budgets and related ancillary accounts; Library/Media accounts; instructional allocation from Worker Retraining, Perkins, and WIOA; and grants and other special allocations as funded. Reconcile instructional adjunct salary budgets with departments and allocate funds to match expenditures; monitor and calculate retirement buyout costs, instructional equipment, etc. for approval by the Vice President. Review for correct payment of adjunct salaries, coordinating and communicating relevant information with Payroll;
- Coordinate and participate in budget update/planning meetings with Finance department personnel, Vice President for Academic Affairs, and Instruction Cabinet to collaboratively assess budget status, planning, goal setting, etc. in order to assure budget requests and allocations advance the college’s mission. Prepare documents to facilitate analysis by team members, and assist in the implementation of approved recommendations as a result of the analysis;
- Act as liaison between Academic Affairs and Human Resources, Payroll, and the Office of Business/Finance regarding instructional budgetary matters;
- Assume department/program budget responsibilities to the extent possible when vacancies occur.
PAYROLL AND CONTRACTS:
- Enter and monitor stipends paid to faculty;
- Submit contracts and requisitions as needed;
- Collaborate with the scheduling department by providing accounting information;
- Assist in reconciling payroll records.
ANALYSIS AND PLANNING:
- Analyze expenditures and other relevant data to determine patterns, connections, etc. that will assist the Vice President in strategic planning and budget allocation;
- Understand the differences among unit budgets and determine if spending is appropriate within each budget;
- Project the impact of changes or new assumptions affecting Instruction or unit's budget;
- Propose savings opportunities through operational changes.
SUPERVISION & TRAINING:
- Train Administrative Assistants within Academic Affairs divisions in budget related systems; meet regularly with this group to ensure consistent and efficient practices;
- Serve as a liaison from Academic Affairs regarding all relevant elements of the college's enterprise system CTC Link conversion, including the development of new policies and procedures as appropriate to ensure effective and efficient operation;
- Train all relevant personnel on budget related systems as assigned;
- Train all Instructional budget personnel in new budget processes to ensure accuracy and consistency;
- Submit and approve requisitions;
- Tracking and approving Instructional Equipment requests and expenses;
- Tracking expenditures of professional development funds.

Qualifications
MINIMUM:
- Bachelor's Degree in Accounting, Finance, Business or a related field; AND
- 2 years of experience working in financial and reporting systems.
DESIRED:
- Experience working in the SBCTC system, preferably with financial and reporting systems;
- Five (5) years of accounting, financial analysis or finance related experience;
- Experience working in the SBCTC legacy systems:
- Financial Management System (FMS);
- Student Management System (SMS);
- Payroll Personnel Management System (PPMS);
- Experience working collaboratively;
- Experience providing leadership and training others in best practices;
- Proficiency using Microsoft Office Suite with strong skills in Excel.
