Payroll Specialist
Position Summary: Pending board approval on September 7, 2021 and a start date
towards the end of September, Kitsap Transit is looking for a qualified, interested, and
experienced candidate to join our team as a Payroll Specialist. The ideal candidate will have
experience and demonstrated success in the preparation of payroll, related reports and
payroll records.
The person in this position will key employee hours worked, review employee time and payroll
records for accuracy; monitor payroll deductions; verify data and timesheets, rates of pay and
available leave balances for each pay period and initiate electronic transfer of funds for
payroll.
This position will maintain employee payroll records including benefit enrollment, employee
retirement, deferred compensation and voluntary deductions; record, track, initiate and enter
changes to individual employee payroll accounts and maintain accumulated leave records for
employees.
The successful candidate will prepare payroll deduction reports; prepare payroll related
financial and statistical reports and documents; review payroll reporting documentation; verify
data for accuracy; reconcile payroll related records to general ledger accounts and prepare
journal entries as required.
This position is also responsible for reviewing and paying premium statements for employee
enrollments for insurance plans; calculating premium payments and changes in rates and
employee contributions.
The person in this position will respond to a variety of questions and problems, ensuring
necessary and timely follow-up; explain applicable laws, regulations and agency policy related
to payroll, benefits and related issues.
This position will also conduct payroll orientation for new employees; explain policies and
programs and assist in completing forms.
This position reports to the Payroll Supervisor.
Salary Range: The range for this position is $27.32 - $36.71 per hour, commensurate with
experience. With rare exception, initial appointments are usually made at Step 1 ($27.32).
Employees typically progress from Step 1 to Step 2 at six-months from their hire date and
annually thereafter with satisfactory job performance. Step increases are based on a seven-
step progression in each pay range with each step being approximately 5% higher than the
previous step.
Benefits: Full-time employees receive a generous benefits package including subsidized
medical insurance and fully paid dental insurance for employee and dependents, as well as
disability insurance and life insurance. This position participates in the Washington State
Public Employees’ Retirement Plan with the option of participating in a state administered
deferred compensation plan. Employees receive a generous general leave accrual and 11
holidays pro-rated based on the number of hours worked per pay period up to a maximum of
80 hours per pay period. Kitsap Transit also provides employees and certain dependents with
a free transportation pass on Kitsap Transit.
Hours of Work: Work is conducted during regular business hours, Monday through Friday.
May require occasional evening or weekend work. Occasional travel to Seattle to attend
meetings may be required.
QUALIFICATIONS
Kitsap Transit employees who wish to apply must have a satisfactory performance and
attendance record. Kitsap Transit Operators with any of the following criteria in the last
twelve months are excluded from recruitment opportunities:
a current Decision Making Leave or higher in the Safety category
more than two held customer complaints
more than four unscheduled absences
more than two late reports
Education and Experience: High school graduation or G.E.D. and four years of increasingly
responsible payroll-related experience. College level coursework in accounting, finance or
business is preferred.
Knowledge, Skills and Abilities: Following are some highlights of what is needed to be
successful in this position
Principles and practices of payroll and management of payroll records;
General accounting principles and practices related to payroll functions;
State and federal laws and regulations pertaining to payroll; Performing accounting support duties involved in payroll preparation and administration, employee benefits and maintenance of payroll records;
Data entry, verification, and report development;
Balancing accounts and reconciling financial data;
Reading and applying terms of labor agreements and business account contracts;
Communicating related policies, procedures, and regulations;
Using personal computers and office software including word processing,
spreadsheets and database programs in a Windows-based operating environment;
and
Establishing and maintaining effective working relationships with other employees and
the public.
Working Conditions/Physical Requirements: Positions in this class typically require:
dexterity of hands and fingers to operate a computer keyboard and other equipment, talking,
hearing, seeing and repetitive motions. Sedentary Work: Exerting up to 10 pounds of force
occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push,
pull or otherwise move objects, including the human body. Sedentary work involves sitting
most of the time. Jobs are sedentary if walking and standing are required only occasionally
and all other sedentary criteria are met. Will be required to assist in the vault room processing
the fares collected from the buses. This would require lifting up to thirty pounds several times
and includes bending and reaching.
