Modesto City Schools is a Pre-K through 12th grade district, serving approximately 30,000 students. The District is one of the largest employers in Stanislaus County, with over 3,200 employees. It is divided into three divisions: Business Services, Educational Services and Human Resources. An Associate Superintendent oversees each division and a variety of programs, such as Child Development, Child Welfare & Attendance, Special Education, Nutrition Services and Transportation. OVERALL RESPONSIBILITY:
Under general direction, provide leadership and assume management responsibility for the timely and accurate payment and reporting of all payrolls, related fringe benefits and statutory deductions.
SPECIFIC RESPONSIBILITIES:
- Organize and direct the activities and operations of the Payroll department; participate in the development and implementation of departmental policies and procedures.
- Direct the preparation of classified and certificated payrolls and related payroll cycle functions, including retirement audits, retirement invoices and internal and external audits.
- Develop, maintain and implement departmental processes and procedures; analyze and recommend payroll and benefits software modifications; coordinate and participate in activities connected with the development and maintenance of automated payment systems.
- Assure accurate reporting of Federal, State and special payroll taxes and fund contributions; distribute rate changes to interested parties.
- Establish, create, develop and maintain payroll and position control data in the integrated software system including pay schedules, salary schedules, bonus codes, pay types, work calendars, control groups and voluntary deductions.
- Create, audit and file employee pay and tax documents; prepare and file State and Federal taxes and related reports and surveys.
- Serve as a technical resource to District administrators and staff regarding payroll policies; assist in the preparation of required analysis of payroll information for negotiations.
- Interpret and apply provisions of negotiated contracts between the District and bargaining units regarding payroll.
- Train, supervise and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions.
- Prepare and maintain a variety of reports, records and files related to personnel and assigned activities.
- Communication with administrators, personnel and outside organization to coordinate activities, resolve issues and conflicts and exchange information; attend a variety of meetings as assigned.
- Effectively communicate and maintain cooperative relationships with those contacted int he course of work.
- Perform other related duties as assigned.
WORK YEAR:
- Approved days as specified on the Management Salary Schedule.

QUALIFICATIONS:
Knowledge/Ability:
Minimum Requirements:
- Knowledge of and ability to apply accounting principles and procedures
- Knowledge of and ability apply budge and fiscal procedures and methods.
- Knowledge of and ability to apply payroll, fringe benefit and retirement regulations and procedures.
- Knowledge of and ability to apply management and contract administration principles and practices.
- Knowledge of and ability apply effective supervision techniques
- Knowledge of and ability to apply problem solving processes and techniques
- Ability to utilize technology as appropriate to the position
- Ability to understand and implement complex oral and written directions given in English.
- Ability to compose clear, complete and concise correspondence and reports independently using correct grammar, syntax, punctuation and spelling.
- Desirable Qualification:
Knowledge of and ability to apply laws and regulations applying to school district accounting operations.
EXPERIENCE:
- Minimum Requirements:
Five years (5) increasing responsibility performing accounting, auditing, and payroll work.

EDUCATION/CREDENTIAL:
Minimum Requirements:
- Completion of two (2) years of course work at an accredited college or university or equivalent combination of education and work experience related to the duties of the position.
- Desirable Qualification:
- Bachelor's degree in accounting or related field from an accredited college or university.
PHYSICAL CHARACTERISTICS:
