Olympic Area Agency on Aging (O3A) is seeking an experienced, organized, and collaborative individual for the position of Executive Director (ED). Join a mission driven team advocating for independence and quality community services for older or disabled adults! O3A helps older adults and
persons with disabilities maintain their dignity, health and independence in their homes, through a coordinated system of home and community-based services for a four county service region on the Olympic Peninsula. O3A’s ED serves as the chief administrator for the agency, with the responsibility of managing social and health service delivery in the four county service area of Clallam, Jefferson,
Grays Harbor and Pacific Counties. O3A’s ED is hired under contract by the Council of Governments (COG) board. In addition to negotiated salary and annual leave accrual, all O3A exempt employees working full-time enjoy 12 holidays, sick leave, a generous medical benefits package, and PERS pension plan.
Position Summary: The Executive Director is responsible for the direct administration, organization and coordination of the Olympic Area Agency on Aging. This includes (but is not limited to):
- Oversight of all agency business and organizational issues, including strategic planning, budget development, program administration and development. Direct oversight of human resource management, including recommendation of staffing levels and agency organizational structure. Reviews and approves – or recommends COG approval – for all O3A business and service contracts, grant applications, and subcontracts. Oversight of the development of agency personnel policies.
- Leadership of the agency’s management team and Direct Supervision of department directors and senior administrative staff. Promotes interdepartmental collaboration. Ensures agency personnel policies are implemented. Provides general oversight and guidance for service delivery of programs.
- Representation of the agency and the COG before federal, state and local legislators and governing bodies. Advocates for the resources required to meet the needs of the elders and adults with disabilities in our service area. Stays fully informed on federal, state and private funding sources of O3A programs, as well as legislation and regulations which may impact the agency and/or the services it provides in the community. Works collaboratively with the Aging and Long Term Support Administration (ALTSA), the
agency’s major funder through the State of Washington’s Unit on Aging. Regularly attends meetings of the Washington Association of Area Agencies on Aging (W4A).
- Fiscal management oversight for the agency. Works closely with the Chief Financial Officer (CFO) to ensure the financial health of the agency remains strong. Regularly reviews with the CFO agency financial management systems and policies to ensure compliance with federal, state and local regulations and O3A policies. Reviews and recommends agency budgets to the COG.
The successful applicant will have the following qualifications:
Essential Qualifications:
- Bachelor’s Degree (Masters desirable) in Behavioral Health Services, Public Administration or related field, AND ten (10) years of experience in social service administration; OR a combination of equivalent education and experience.
- A demonstrated knowledge of public non-profit older adult and disability service systems.
- Experience in responding to fiscal and program audit and quality assurance review requirements.
- Executive level management and supervision experience required.
- Knowledge of public agency human resource department standards of performance.
- Experience in presenting and leading public forums in diverse communities.
- Ability to establish and maintain effective working relationships.
- Experience with PC based email, word processing, spreadsheet and data base applications.
This position requires frequent travel both within and outside the region.
