We are conducting a national search for a highly skilled and seasoned procurement professional. The candidate we are looking for will be an exceptional communicator with strong technical skills and proven success in program management. This position is located at our Headquarters in Lakewood.
Pierce Transit is currently implementing a financial management software system with a procurement module. It is our intent that the individual selected for this position will come with a deep understanding of what it takes to run a highly successful procurement program. This person will have the knowledge to identify gaps, or areas that could be made even better than they are now. They will champion process improvement opportunities both within the new system and outside of it, and will look for ways to build efficiencies or utilize automation.
As the Manager of Procurement and a key member of our leadership team this role interacts with people from every part of our organization. Reporting to the Executive Director of Finance/Chief Financial Officer, the individual selected will be relied on to successfully manage the staff and work of the Procurement Department. This will include:
- Managing a team of assigned professionals, ensuring they have training and development opportunities and providing them with meaningful performance evaluations;
- Developing and implementing effective plans to meet organizational objectives as related to procurement;
- Overseeing and evaluating the procurement of goods, equipment, services, construction, and contract management;
- Evaluating all Agency procurement activities;
- Optimizing efficiencies while ensuring full compliance.
Essential Functions
The following functions are not intended to serve as a comprehensive list of all duties performed in this classification, only a representative summary of the primary duties and responsibilities. - Manages the Agency's procurement functions and assigned staff.
- Advises Agency staff and Executive Team in the proper execution of purchase orders and contracts for supplies, equipment, personal services, professional services and construction;
- Develops and monitors Agency-wide policies and procedures for procurement, and audits credit card usage to ensure compliance with statutory requirements;
- Reviews and/or provides guidance in the preparation of requests for proposals and bids in accordance with local, state and federal rules and analyzes bids and proposals to ensure best procurement practices;
- Serves as the Agency's primary contact for contract review and administration; provides advice and guidance for contract compliance, contract negotiations, changing contract conditions, and terminations.
- Coordinates the Disadvantaged Business Enterprise (DBE) program to ensure compliance with federal requirements; Evaluates and establishes annual agency goals, ensures DBE goals are met by developing utilization methods and outreach efforts as needed; prepares required DBE reports;
- Establishes Procurement departmental work plans, goals and objectives;
- Develops and administers assigned program budgets; monitors and authorizes expenditures in accordance with budgetary limitations, Agency policies, and sound fiscal management;
- Mentors, trains, supervises and evaluates the performance of assigned staff; selects, counsels and disciplines employees as appropriate; provides appropriate staff development and training opportunities.
- Represents the Procurement department to the Pierce Transit Board of Commissioners, other departments and outside agencies;
- Demonstrates regular and predictable attendance;
- Performs other related duties as assigned.
Qualifications
The successful candidate will have knowledge of and skill in applying:
- Applicable Federal, State, and local laws, rules, regulations, codes and/or statutes;
- Principles, methods, procedures and practices of public procurement;
- Contract and real estate law;
- Contract/procurement language, terms and conditions;
- Principles of training and supervision;
- Public agency policies and operations;
- Budget preparation and control;
- Record-keeping techniques;
- Modern office equipment.
As well as skill in and the ability to:
- Interpret and apply federal, state, and local laws and regulations;
- Plan, implement and direct complex procurement activities;
- Analyze and interpret bids and proposals;
- Direct, plan and managing multiple projects and assignments;
- Interpret, apply and explain legal, contractual and procedural requirements;
- Write specifications and assist personnel in developing specifications and contracts;
- Establish effective and cooperative working relationships with others;
- Utilize a computer and relevant software applications.
Minimum Qualifications Include:
- Bachelor's Degree in Purchasing, Business Administration, Economics or a related field
and
- Five (5) years of increasingly responsible professional level experience in procurement;
or
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Desired:
Procurement experience in a public sector environment.
Knowledge of federal funding purchasing requirements.
Managerial or supervisory experience.
Ideal:
Procurement management experience in a public transit setting.

Pierce Transit is seeking an individual that will accept a starting salary in the hiring range of $103,859.00 to $129,823.00.
The salary range for incumbents in this position is $103, 859.00 up to a maximum of $155,788.00.
