Human Resource Director
The position will provide overall strategic Human Resources leadership to the organization and bear the responsibility for the operations of the Human Resources function. The individual will oversee the development, implementation and maintenance of Human Resources policies, programs, and services including: employee relations; employment practices; compensation and benefits; recruitment and orientation; management/staff development; retention; legal compliance and procedures; investigations, employee communications, and workers’ compensation.
Experience and Competencies:
- Five-plus years’ experience in Human Resources at a manager or director level (preferably in a local government setting);
- Must be flexible, innovative, fair, highly ethical, and approachable;
- Must possess the ability to support the Senior Management staff and others in accomplishing organizational goals and objectives;
- Appropriate leadership experience exemplified by strong communications, excellent performance appraisal history, and exceptional work process improvements and standards;
- Experienced in speaking to all levels of staff, management, and board members about controversial or complex topics;
- Knowledge of federal, state, and local employment laws and regulations;
- Three-plus years’ experience in Workers’ Compensation Insurance Program management, including renewal processing, claims handling and OSHA reporting;
- Proven capability for personnel recruitment and selection
- Must possess superior written communication skills;
- Three-plus years’ experience budget development and financial management;
- Undergraduate degree in human resources or related discipline. Advanced degree is a plus; and
- PHR/SPHR certification required
- Provides HR Generalist support by providing and managing all baseline HR programs
- Manages employee relations; Job search, hiring processes and pre-employment vetting, manages retention strategy and termination process, including exit interviews
- Provides full-cycle talent management support; Provides performance planning, performance management support including Performance Improvement Plans (PIPs)
- Conducts new hire orientation and provides on-boarding support
- Maintains standard position job descriptions and the company employee handbook
- Handles EEO compliance and litigation issues with interface with outside legal resources
- Responsible for implementing training initiatives (e.g. competency training, setting goals and objectives)
- Educates managers on HR policy and compliance requirements
- Acts as FMLA Administrator
- Ensures all HR best practices, procedures are followed
