Job Description:
The University at Albany seeks a dynamic, experienced, and visionary Chief Human Resources Officer (CHRO) to lead New York's capital region flagship university in innovative human resources practices to advance its academic and research mission. Reporting to the Vice President of Finance & Administration, the successful candidate will lead a department of 28 human resources professionals serving a largely unionized faculty, staff, and student public employee population of nearly 5000 represented by 6 unions. The CHRO is accountable for all aspects of human resources including staffing, onboarding, compensation and benefits, payroll, human resources compliance and data management, training & development, performance management, and employee and labor relations, as well as partnering with the Office of Diversity and Inclusion on the recruitment and retention of a talented diverse workforce. Through strategic counsel, employee engagement, and the efficient management of operations, the CHRO will be a partner with campus leadership in achieving our strategic priorities.
Primary Responsibilities:
- Implementing sound human resource operating policies and procedures that provide a high level of service to the campus community while ensuring compliance with applicable Federal and NYS laws and regulations, State University of New York system policies, and collective bargaining agreements
- Collaborating with the Office of Diversity and Inclusion on the strategic plan initiatives associated with hiring and recruitment policies, practices, and procedures for faculty and staff positions
- Maximizing employee retention through a comprehensive program that includes new employee orientation, engagement, assistance programs, training, professional development, and recognition
- Supervising and leading 6 or more direct reports and their respective functional areas
- Managing a consistent and timely annual staff performance program, including clear communications on expectations, deadlines, and procedures to the campus community
- Administering and maintaining an integrated human resources information system
- Leveraging data to support informed decisions including but not limited to workforce planning, compensation, and classification
- Maximizing the use of technology to foster efficient operations
- Working closely with the President, General Counsel, and other senior staff to resolve sensitive and confidential personnel matters
- Serving as the President's designee for labor relations
Requirements:
Minimum Qualifications:
- Bachelor's degree from a college or university accredited by a U.S. Department of Education or internationally recognized accrediting organization
- At least ten years of progressively responsible experience providing direction in the administration of one or more of the specific responsibilities listed above
- Thorough knowledge of federal and New York State employment-related laws and regulations
- Experience developing and maintaining collaborative relationships with all levels of the organization's leadership
- Experience tailoring oral and written communication for various audiences including employees and senior leadership
- Experience utilizing human resources information systems or similar platforms that focus on payroll, hiring, time management, or other HR functions
- Strong commitment to diversity, equity, and inclusion
- Highest standards of ethics, confidentiality, and integrity
- Demonstrated commitment to a high level of customer service
Preferred Qualifications:
- Bachelor's degree in Human Resources or related field, or an advanced (Master's or terminal) degree
- Society for Human Resources Management (SHRM) certification
- Demonstrated use of innovative and/or technology-focused problem-solving strategies
- Experience creating equitable and inclusive recruitment strategies, succession planning, workforce development, and retention
- Prior experience working in a unionized environment, a large complex organization, public sector, or higher education
