Deputy Controller

Job Description:
Reporting to the University Controller, the Deputy Controller works closely with the Controller on a variety of fiscal and contractual matters impacting the University at Albany. This position works across all areas of the Controller's unit including Procurement and Contracts, Accounting, Student Loan Service Center, and Institutional Service area (Parking & Mass Transit, Mail & Rapid Copy).

Primary Responsibilities:

Contracting

  • Overseeing the revocable permitting process for the University by working closely with University Facilities Management, along with external and internal stakeholder to ensure the revocable permit process operates efficiently and submitted timely to the Controller for execution.
  • Reviewing and executing non-monetary agreements, which includes but not limited to Memorandums of Agreement, Affiliation Agreements, and Data Use Agreements.

General Administrative

  • On behalf of the Controller, work with University affiliated entities and organizations with regards to University fiscal matters, as appropriate.
  • Lead the Account Classification committee.
  • Oversee the University's Accounting Office, which includes ensure revenue and expenditures are reported accurately and in a timely manner.

Controller - Empire Commons Student Housing (ECSH), Inc.

  • Manage all financial matters for the Housing Corporation, including but not limited to:
    • Development and on-going monitoring of the ESCH budget
    • Interfacing with bond holders for compliance and regulatory matters
    • Managing corporate treasury operations (ex. banking)
    • Processing disbursements and purchase orders
    • Working closely with Corporation bookkeeper to ensure fiscal integrity.
  • Oversee operational matters for the corporation, that include:
    • Working with University Facilities to develop the rolling plan and capital and building improvement plans
    • Working with the Residential Life Office, as appropriate to address critical matters within Empire Commons.

Cost Accounting

  • Serve as the primary contact for University cost accounting matters, the includes a wide range of activities that involve developing internal and external rates for the State and Research Foundation.
  • Responsible for evaluating all fee requests, including executing cost studies, obtaining approvals (campus and SUNY), and serving as the liaison from start to finish.
  • Analyzing fees and all other costing requests (ex. space fee, marketplace) as appropriate.

Requirements:
Minimum Qualifications:

  • Bachelor's degree from a college or university in the areas of Accounting, Business Administration or related program accredited by a U.S. Department of Education or internationally recognized accrediting organization.
  • Five years of progressive work experience in business or financial operations including but not limited to financial management and accounting, contracting, analyzing, and reporting financial data to leadership.
  • Experience with managing a diverse set of functional areas with periods of high work volume with time sensitive deadlines.
  • Ability to exercise independent judgement.
  • Strong commitment to diversity, equity, and inclusion.
  • Prior supervisory experience.

Preferred Qualifications:

  • Master's degree and/or terminal degree (or equivalent) from a college or university accredited by a U.S. Department of Education or internationally recognized accrediting organization.
  • Experience within Higher Education.
  • Experience within the State University System or New York State Government.
