STARTING SALARY RANGE: $63,457.62 - $77,736.86 annually dependent on qualifications. The salary range for this position is $63,457.62 - $92,016.10.

JOB SUMMARY:
This position provides support in a variety of professional and technical duties and is responsible for administrative and program management duties related to developing strong relationships with union representatives, managerial staff and employees. Will act as a liaison for departments and assist managers with performance management processes, will support the organization’s collective bargaining processes, employee communications efforts and strategic employee relations initiatives, as well as serving as the lead for employment policy and procedure development.
JOB DUTIES:
- Collective bargaining agreement administration, interpretation, and negotiation. Participates in the collective bargaining process as a member of all management bargaining unit teams.
- Coaches and assists department managers on the administration of collective bargaining agreements and grievance procedures. Analyzes and prepares for mediation, arbitration, and unfair labor practice matters.
- Responds to employee concerns and questions. Identifies and investigates reported or observed workplace issues. Compiles official village responses and findings, and works with department management and/or the village manager’s office on determining appropriate resolution or discipline.
- Administers the process for corrective actions and Performance Improvement Plans including coaching managers and effective document management.
- Researches, develops, recommends and implements policy revisions or new policies for the personnel manual and related administrative protocols. Assists departments in the application and interpretation of such policies.
- Reviews recent decisions and legislation changes. Reviews FLSA class designations to ensure appropriateness. May identify, create and/or conduct necessary communications or training on labor, legal, policy, and other human resources related matters.
- Responsible for timely completion of various agency reports. Responds to all unemployment compensation claims.
- Researches, analyzes, and compiles information and data for budget, negotiations, special projects and reports as directed.
- Performs other duties as assigned.
QUALIFICATIONS:
- Bachelor’s Degree in Human Resources Management, Business Administration, Public Administration or related field.
- A minimum of three years of progressive experience in a full service human resources department. Specific experience is necessary in several of the following: collective bargaining and arbitration process as a member of a management team, employee relations, human resources systems, labor, compensation, or training.
- Professional certification is highly desired.
- Proficiency with current computer software systems, including email, calendar programs, job specific software, and customer service systems preferred or within the first six months of employment.
Ability to develop written policy. Ability to establish productive working relationships with peers and upper management. Ability to objectively assess and bring to resolution employee relation problems. Ability to give presentations to groups for informational and instructional purposes. Interpret and administer federal, state and local laws relating human resources issues, including but not limited to employee relations, labor relations, drug testing regulations, FMLA, NLRB, and ILRB regulations. Knowledge of village policy and ability to apply that to unique situations. Ability to make objective decisions using sound judgment. Effective skills in oral, written, and interpersonal communications. Ability to make decisions in accordance with established regulations, procedures or policy. Knowledge of principles, procedures and methods used in human resources administration.
WORKING CONDITIONST/PHYSICAL REQUIREMENTS:
- This position works in a typical office setting.
- Prolonged periods of concentration, proofreading, and extensive computer work.
