Under the direction of an Engineering Manager, Engineering Supervisor or designee, perform a variety of professional engineering duties in planning, programming, design, analysis, funding, implementation and coordination of Public Works Transportation Engineering and other municipal public works projects. Work is characterized by experienced and advanced professional engineering duties involved in the oversight and coordination of the City's roadway rehabilitation programs, including project selection, preparation and review of designs, cost estimates and construction plans for public works improvement projects. The incumbent is also required to coordinate communications with the construction engineer during construction. The incumbent's duties typically include contact with the public, contractors, developers, City personnel and other agencies. Work is performed under limited supervision. The manager sets the overall objectives and resources available. The incumbent and the manager work together to develop deadlines and the work to be completed. Incumbent is responsible for the work, plans and carries out the assignment, resolves most conflicts that arise, coordinates work of the engineers and with others, and interprets policies on own initiative in terms of established objectives. Incumbent keeps manager informed of progress, potentially controversial matters, or far reaching implications. Work is reviewed in terms of feasibility, compatibility with other work, or effectiveness of results. |
Essential Duties and Responsibilities: |
Lead, develop, and perform duties involved in the oversight and coordination of the City's transportation infrastructure rehabilitation programs (overlay, pavement rehabilitation, reconstruction, crack sealing, channelization, traffic signals, illumination, etc.) including project evaluation, selection, and design in accordance with established standards. Oversee, maintain and troubleshoot the City's Pavement Management System (PMS); update database with field data, estimated costs, and inventory; ensure database integrity and accuracy of modeled results; maintain an accurate, complete, and current database of streets and street maintenance; and interface database with other software as needed. Review project requirements, such as environmental conditions, traffic volumes, patterns, and composition, pavement structure, and non-motorized usage; perform, oversee, and supervise project development and design; evaluate engineering drawings, maps, reports, and survey data; and the engineer's determination of appropriate materials and information required for design purposes. Lead the selection, contracting, and utilization of consultants for various transportation infrastructure rehabilitation programs including, but not limited to, overlay, pavement rehabilitation, reconstruction; and pavement rating. Conduct transportation studies and analyses; oversee and direct the collection of data; review data for accuracy and compile in reports; make conclusions and develop recommendations. Develop long-term and short-term modeling scenarios of pavement and transportation infrastructure; interpret, analyze, compile, and validate results; determine budgetary requirements, write reports and presentations, and make recommendations. Assure that project designs are in compliance with a variety of federal, state, and city laws, codes, ordinances and regulations. Provide analysis of future transportation demand and supply using a regional travel demand model; develop matrices of potential solutions; evaluate various combinations; and determine an effective solution set for roadway capacity and structural improvements. Review and comment on regional pavement condition and transportation plans and policies; participate in and actively engage in regional workgroups; summarize information to brief other City staff and elected officials. Review and approve project plans, specifications, and permits as needed; delineate project size, scope, limits and intent; and related work assigned to Engineers. Review development projects and permits for compliance with construction standards and the State's Growth Management Act. Communicate in person, in writing, and on the telephone to coordinate work with engineers, consultants, other agencies, and the public. Oversee and coordinate contract inspections and maintenance of City owned infrastructure including bridges. Prepare information, requests and recommendations concerning resolutions and ordinances; compile and review information and other materials for public hearings and City Council meetings. Assist other City staff members in the development and coordination of transportation related projects which include the Six Year Transportation Improvement Plan, Kent Transportation Master Plan, Kent Comprehensive Plan, and Kent Capital Improvement Plan. Provide review and comment for regional plans (e.g. KC Metro Six Year Transit Plan, Transit Now, PSRC's Vision 2040). Act as senior project lead for large planning studies; develop and oversee scopes of work, budgets, and project schedules. Develop and implement public outreach plans. Work with other departments, outside agencies, and elected officials in the development of information related to transportation issues and policies. Supervise and review preparation of Federal and State grant applications; administer applications to ensure successful grants are obligated and implemented; track grant funding opportunities to better position priority projects for funding eligibility. Make recommendations to supervisors regarding expenditures of public funds based on collected rating data, field observations, and analysis. Review consultants' scopes of work, contracts, reports and plans. Evaluate candidates and participate in employee hiring process. Represent the City in technical advisory committees for other municipalities; attend a variety of meetings; develop and deliver oral presentations; and represent the City of Kent at meetings as assigned. Actively support the vision, mission, values and goals of the department and the City. PERIPHERAL DUTIES: Perform related duties as assigned. Education, Experience and Other Requirements: |
Education: Bachelor's degree in Civil Engineering or related field; and Experience: Six (6) years of technical Civil Engineering design experience. Experience with a focus on transportation engineering is preferred. Or: In place of the above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skill and ability to perform the essential duties and responsibilities listed above.
